Yeah, they're not a common find sadly, you'll eventually see one every now and then though. (if you want female soldiers, farm side-ops mission 35, the mod allows you to keep the side op open even after completing it).
As far as I know, it does (kinda) saves things. I unistalled the mod couple of times to get the newer update version and everything I collected is still there. I even disable the mod too when ever i'm going to be playing online and the staffs I got are there in the vanilla version.
Other things like helicopters flying over your mother-base or tanks roaming in free-roam, female enemy soldiers, selected DD staff characters for scenes etc. etc. does go away though. (but I have yet to try everything in the mod)
Should be in Enemy Prep menu but I never actually tried that yet. In fact I actually didn't try out most of the things in the mod :P
yeah i found it. it changes the game alot imo. playthrough is gonna be interesting
