it's still cheating, as he is investing way less that he should be, gathering resources for grade 9 offline would take weeks if he plays it by the game economy and doesn't cheat
No sir, your biggest issue is that someone doesn't spend as much time wasting his life away grinding as you think he ought to.

it is hard to follow rules, once you get used to bypassing them you can't go back, you even feel smarter when you play the game your own way even if it's 10x easier you still feel smarter
I think you have one hell of a distorted perception of the world. Have you ever considered that if you only think after rules, you'll never be capeable to create rules after thoughts?
Do you really think grinding makes a game difficult? It makes it tedious, that's it. A waste of time. Difficulty doesn't mean that something is unpleasent and a lot of work, difficulty means your capabilities of playing, your reactions and your knowledge are being tested. There's no difference between looting a container once or twice in the same amount of time, except for the time you're wasting.
And making a game too easy doesn't make you feel smarter, it makes the game feel unenjoyable and boring. The treshold for that however differs between people, it's not the same for everyone. I use a mod that allows my enemies to see and hear me from twice as far away and makes their bullets do 2.5 times as much damage. From where I'm staying, my friend, you're chilling in easy mode, just tapping buttons without ever being challenged, lazying about in the no-skill mainstream zone designed by konami for people who never played a shooter. What you call a challenge, I call a cake-walk.
rules of any game are made by careful balancing and lots of testing and then there comes a very smart person who uses trainer and ruins everything
statistically cheaters get bored of each game way faster than players who enjoy the game as it was intended, call me distorted, but I'm not the one who will distort the game...
there are graphs of time/tactical/fun and each game is placed with intention to bring you something, I have too much respect for Hideo to distort any part of his game
I honestly cant see me maintaining interest in the game for long enough to unlock everything given the time it takes.
what you need is:
AR with grade 3 suppressor so you can mount that on everything
Grade 7 NL/lethal semi-auto sniper
Grade 7 S1000 stun
Grade 7 Battle Dress
everything else works fine even on grade 6, just mash something up from few weapons, put some crazy underbarrel and you're fine, I never use anything but that, higher grade items work slightly better but it just makes the game too easy
you need some higher grade security team items, but that's for FOB's
I'd never use it on my game now, since I play online, but it would be nice to have some way to try out these things, in an enviroment that had no impact on the real game, for fun and to see whether its worth the 10 or more days development time.
Tbh, my ideal solution would probably be a base of 4 slots for researching with an added 1, maybe even 2 slots per extra FOB you invest in.
those grade 8+ items cost fortune to deploy, so no need to rush development cause you can use developing time to gather resources you need to deploy it and develop next item.
