You seem to forget that bringing the fight to ISIS means we are fighting in an area were they can recruit more people and send them to the battlefield quickly. This is the same problem the US faced in Vietnam. Kill 1, and 5 rise to take their place.
Even still, Diamond Dogs, in the current version, can only have up to 500 people in an active combat role (500 more if you count those in a defensive role). Even assuming all combat staff are ranked S++, taking on all of ISIS would be serious challenge, since the best numbers dictate that they would be outnumbered 500:1.
