Soldiers captured on FOBs go to FOB Brig, their time there is online.
Volunteers are added immediately, replacing lower lvl soldiers in case your unit is full.
You have to make room manually for soldiers obtained via FOB event points.
Captured soldier in FOB = They go to the FOB brig
Are your MB and/or FOB platforms are all at 4/4?
If so then you reach the max number of staffs and your waiting room will be empty.
Yes. But you'll eventually have the same problem. So you get the next base and you can have staff in waiting room but if you build them up to all 4/4. You'll be full again.
Once you're full, you only get new staffs as replacement of your old staffs. If new staffs are better, old staff will be automatically dismissed to make room for the new ones.
I think Konami made a design mistake here. They should let you have some staffs in reserve instead of having max staffs = staffs for 7 4/4 platforms.
