there's a guy 'Amini' I think on youtube, he made a video comparing the armor of all the grades of the battle dress and sneaking suits. he found that battle dress offers greater protection than sneaking suit but that Grades 7 & 8 of battledress and sneaking suit offer the same protection!! There's no difference! But at least, Grade 9 is still superior.
Personally I prefere BDU because you get a bonus for using it instead of armor and it makes everything more challenging (which is fun for me).
for now, i really like the idea of going lethal and stealing nukes, so i'm wondering in which units i should invest time to meat requirements.
vs grade 10 security it is not challenging, once you are spotted you are dead.
really depends on situation, I hunt nukes and Battle Dress is my choice since I meet defenders quite often and I need to take some risks in order to make it there on time, stealth is not really a priority.
Sneaking Suit is more all-rounder, worse defense but you got regeneration and quiet steps (not really something you can benefit from). ofc NVG proof works fine, also vs defenders.
Battle dress takes 2 shots from s1000 which is very common weapon used by pretty much everyone into FOB's, so that's a plus.
so, conclusion,
if there is very high chance that defender will show up pretty early on I'd take Battle Dress (Security challenge, nukes) cause most likely you'll have to fight your way trough
Sneaking Suit is for mediocre chance that you will meat someone and fatigues are for fast stealth runners, and those who abuse frog jump and call it skill, cause you know, mashing 3 buttons very fast is skill
it is not the question of good and bad, once you step on the base defender gets notification so... yeah, he comes with anything grade 7+ and you are toasted, and if you wait like you should do in BDU, take your time and find best approach he will fulton nukes to safety.....
I never use shield, NL semi auto sniper on the back with sleep grenade under barrel, helps a lot on combat alert cause you can neutralize multiple targets very fast, not like hand sleep grenade and you have sniper rifle
I prefer fighting my way trough with weapons and completing the mission after I fulton nukes
I prefer it stealthy in the first place but sometimes it just won't do
Snake gets prosthetic boosts that make him better than A++, his abilities are like that cause of special bonuses given to those with S+ or higher skills (like auto-mark cameras/uav's with intel/bd skills)
so with that bonuses Venom feels like he is S+ all-rounder, S++ soldiers feel like they can take more beating, feel faster, especially like this

Sneaking Suit Benefit: Cannot be seen with thermal goggles
Battle Dress Benefit: Become a walking A1 Abrams Tank
Sneaking Suit Drawback: Can be killed a lot quicker (especially if you confront a defending FOB player whose equipped with the battle dress, you will not survive a direct 1 on 1 fight)
Battle Dress Drawback: Spotted easily and you're a large a** target
