How to construct Forward Operating Base?
Might be a dumb question, but I can't seem to find the option...

Base facility -> First FOB free -> contruct platform. Then you must purchase the waters with MB coins to have all 4 FOBs.

Apparently I don't have the option, there's only the usual base construction choices, I just made it to Afrika story wise, does that have something to do with my issue?

You will unlock FOB feature at mission 22. 1st FOB is for free others cost 1000 MB coins. Yes I get it I had also 100/100 in each class of facility.

Forgot to mention that FOB gives you additional 100 staff space for each class. You might be satisfied, however some weapons and upgrades require lvls 100 and even 1 FOB isn't enough for breaking lvl 80.

or searching for problem? you have specific error, typing that in search field finds you tons of topics, all saying you need to hide your ip just one time, after that you can uninstall the program
