Beat Mission 30. There may also be a mod to unlock it early, but I'm not sure.

Lol... most of the answers on here. You guys are such bull-♥♥♥♥♥♥♥♥. Depends on the bandana you want. The regular or infinite ammo? Regular, is beat mission 30 / AI pod. Infinite ammo, is beat mission 46.

After mission 30 apparently, there is a mission to extract the AI pod from the Emmerich mission. Afterwards, you will get Strangelove's memento, allowing development of the bandana.
