The story is VERY short. What about the maps? Everything the same but very low content?

TPP maps are 200 bigger than the Camp Omega map in GZ, I think this shows you how really different they are.

Ground Zeroes is just Camp Omega, with all the side missions using the same map, although with dividers and walls added here and there I think. The engine is a bit more dated and it really should have been either free or $5.
TPP is the full game, has the multiplayer, more and larger maps, and Mother Base.

it's basicly one game. GZ is mission 1 and TPP missions 2-51

No it's not. The UI is a lot different, none of the Mother Base features are accessable, and it has no multiplayer functionality. It's an older version.

UI is just a retexture, I saw it. It's like saying a difference between from Half Life 2 to Dota 2 (2004-2013) Same engine.

Ground Zeroes controls terribly on m+kb as compared to TPP. God am I glad they spent more time polishing controls for the full game.

No it's not, the GZ UI is completely different. Instead of it just jumping to the map you have to go through menus, the HUD is more crudely made, and I think there's no actual markers on the map.
If we're talking about the original, retail HL2, then no, it's about as different from the modern Source engine as it was from GoldSrc.

GZ tech is 9 years older than TPP so it's not as smooth or advanced.

But yeah it's pretty much the same from visuals prespective but the gameplay is slightly worse.

The gameplay is very subtly different. You can make tighter turns on TPP while GZ is a little more loose. You can peek from cover using your binoculars in TPP. When diving in GZ you can choose to either stay in prone or get back up. Diving off a ledge in TPP will let you roll and keep your momentum going.
