you are actually completely incorrect. If you buy a steam code for the "definitive edition" on steam https://store.steampowered.com/sub/132479/ the extra camos and weapons are not listed on the page but they are there, (proof: https://www.konami.com/mg/mgsv/na/) i bought the code cheap for 8 bucks (i mean, i already own it and gz and all the dlc, it seems fair) and redeemed it, i was given access to the missing camo and weapon dlcs and an extra copy of mgs to gift.
