Because at this point I've done all side-ops in Africa (grand total of 3) and there is no side-op for an interpreter extraction available yet.
Fwiw otherwise: Listening to all 4 interrogations likes to bug out. Don't speed things up with the cigar or else the viscount might get stuck inside the ground. Don't replay the mission twice in a row or else the interpreter might skip interrogations 2 and 3 for no reason. Don't mark anyone during dialogue or Ocelot will interrupt with his witty commentary.
Ideally you rush to the first spot before the car arrives, follow the duo to each interrogation, and don't interact with anyone or anything until it's time to grab the viscount and leave.
Again though, don't be shocked if the objective fails to register anyway. Supposedly it can even fail if you're too close to the house at the very end.
I'm pretty sure the Side Op "Extract the Afrikaans Interpreter" pops up once you've cleared PITCH DARK. Together with the "Legendary Gun Smith".
If it doesn't, for some reason, make your way to Bampeve Plantation and see if it activates that way.
Well, the way I prefer to play them is to do all tasks + S rank + perfect stealth on the first go if it's possible. Doesn't mean I won't do them again. If you enjoy doing the same mission 5 times to do all the tasks, that's your choice, just like being a condescending prick is.
Unfortunately the side-op appears after Lingua Franca (I guess in case you don't extract the interpreter during the mission itself).
Anyway I'll just play it again now that I'm 4/5 just to get all the interrogations. Thanks for your replies everyone!
