As shown in this video https://www.youtube.com/watch?v=y796ZwI7iHU there are many cheaters in this game. This guy literally hackusates people, threatens/harrasses them then will talk ♥♥♥♥ on his 1 viewer twitch about it for hours. I baited him into proving he hacks and it's funny as hell but yeah, there's alot of annoying hacks like this around.
FOB is still alive, but also full of cheaters as again, hacks a plenty. But I think the FOB thing is less important and tends to have a lot less interaction from them. The key difference is MGO3 is like a "CoD" style real time PvP mode where as FOB is usually something you face when people're offline (As it's a base-defence/attack minigame where if the other person is online they can come in to defend their base). It really depends on whether you plan to get invested in this game and can handle lobbies having very salty, very childish hackers in them
Do not buy it just for the online aspect, if you and your friend don't think you'll like the single player, because it's pretty sparse on content overall. We play it because it's the last MGS and it's fun for MGS fans, but as a general purpose multiplayer shooter, you should pick something else.
