Need help with Fulton Cargo 2

I've noticed that I need to extract 2 prisoners on mission 10 to upgrade fulton to 2, and I did extract them but the development requirement for transportation specialist is still 0. Did I miss something?

You dont need to extract 2 prisoners, you have to extract the prisoner located inside the Lamar Khaate Palace on the 3rd floor(the transportation specialist).

But I did extract that guy too. Still lvl 0 transportation specialist

Nah, my MB isn't full yet. But I think my support team is full already, I guess I should dismiss some.

Try to auto-assign the staff. Sometimes a specialist will get placed in an irrelevant Unit.
