What engine will MGS 3 remake use ? Fox or Unreal ?
Yea, there is a chance that all of that MGS 3 remake rumors are actually fake, but let's assume that MGS 3 remake actually exists.

If they are actually making a remake of MGS 3, will they use Unreal or Fox ?

Unreal has better graphics.

But Fox engine has all the necessary gameplay mechanics and features of MGS 3 in it.(Even some missing MGS3 features such as hunting animals, eating food, stamina bar and healing wounds were added to the engine by Survive game.)
The guards AI of MGS V can also been reused in MGS 3 remake with some tweaks.
So, in some ways, making the game in fox engine can save them some development costs even though the graphics are worse than Unreal.

I personally think they will use Fox engine for it.(Because making the gameplay of MGS from the ground up in Unreal engine is much more expensive than reusing Fox Engine and adding some new features and assets to it.)

But, there is a chance they use Unreal since they might think that MGS 3 remake needs pretty looking graphics to be successful.(There were also some claims around in the internet that Fox engine is hard to use which we don't know if it's true or not)

Japanese studios typically use in-house game engines. There's zero chance of Konami going to UE4/5 and squandering the already squandered potential of the Fox Engine. Also it looks fine. MGSV was one of the best looking and performing games of 2015, it ran on 7th gen consoles ffs.
