It depends on the surface, but as its a sandy or rough stone envirmoment, you should go with these. I personally never bothered with the camo for buildings.
If you go during the night, a black camo is of course good as well. But be aware, if the enemy uses NV/Infrared, as you will get spotted easier.
I didn't bother with camo, just went with the lowest grade Sneaking suit through the entire game. As long as you just crouch-walk or crawl everywhere in/near bases it is very difficult to get spotted regardless of what you are wearing.

I've used Desert Fox camo to infiltrate some bases but I got spotted pretty easily. Splitter worked very well for me, Enemies rarely spotted me. Weird thing is that Desert Fox suits the environment better than Splitter does but enemies can spot you easily in Desert fox rather than Splitter which is kind of ironic

Also what are the benefits of being naked? I've seen a guy on youtube running around naked and was never seen by anybody.

Note that desert related fatigues give you additional 5-10m of distance you can approach to guards without them paying attention to you. Best results happen when you crawl. However, no fatigues can help you be unnoticed when you are standing.

No benefits, it's just aesthetical.

Staff members get a speed boost(higher sprint and roll speed) so that they are as fast as Snake with the mobility upgrade and Staff with the athlete ability.
Playing as Snake you dont get any buffs for speed or visibility.

It really depends on where you're going, although I think for the most part wearing camouflage that works in sandy or rocky terrain is going to work the best throughout most of Afghanistan. Urban camo can also be useful if you're going to be infiltrating the major base camps in the area.

For Snake's fatigues and the few other outfits that have options, the three outfit options (Standard, Scarf, and Naked) are simply cosmetic changes that only change the character's appearance; use whatever one you like.

How do I get the scarf?

It should already be available to you. Scarf is a variation of the fatigues for Snake, you just highlight the fatigues you wish to deploy with as Snake and press left or right to swap between Standard, Naked, or Scarf; then confirm your choice. It's the same as the standard fatigues except he has a scarf-like garment around his neck that covers his right shoulder (it's how he appeared during the very first mission in Afghanistan). Aside from some of the DLC outfits, staff members can't change how their fatigues look, it's always Standard.

Game is more fun without sneaking suits imo. Really trivializes the stealth otherwise. Use Rock, Sand, or Universal apd.

I've realized how true this is when I started playing FOBs. I finished whole singleplayer campaign by using Sneaking Suit only, unfortunately. Tho in FOB missions you rely more on not being seen than not being heard.
Strongly recommend limiting enemy line of sight vs worrying about what camo to use. If you break line of sight you could be wearing yellow or bright red and the enemy would never know. Utilize distractions/sabotage to evade the enemy. if you shoot them in the head with a tranq pistol or rifle they'll adapt. Change tactics once every few missions and the enemy will constantly be dumbfounded by your big bossiness.

I switch it up. Some days I just run fatigues and DD soldiers and others I take snake or avatar and any of my sneak suits and just go fill my ranks. Its a game, you're supposed to have fun at the end of the day :)
