What if Ocelot was still allied with Cipher in MGS V?

Maybe it was actually Ocelot who caused the second outbreak, not Huey?

"Cipher"/Patriots are not the enemy in MGSV, Ocelot already has ties with Major Zero, He and Major Zero have no single reason to cause the outbreak and put Big Boss in harm's way .

Ocelot is a triple agent, just not for cipher.
Venom snake isnt actually big boss, and Venom is actually a body double, that made diamond dogs as a distraction while the real big boss, made the real PF.
Ocelot was the only guy who knew because big boss knew he wouldnt even think about telling Venom, and ocelot also kept tabs on Venom.
