Of course it is because you bought it seperatly. You won't get the stuff you already own, you will only receive a TPP copy IF you already owned TPP. I don't know where is the problem here, sorry.
https://steamdb.info/app/437232/subs/
^ NOT being able to obtain that without purchasing the game twice. Eventhough I already OWN the Definitive Experience according to steam:

Now are you seeing where the problem here is?
You don't own the Definitive Edition, despite what Steam may say. Since it is a bundle and not a new game the process to upgrading is con fusing and annoying.
Here's the official method to upgrading to the DE:
Step 1: Purchase the game as a gift
Step 2: Add said gift to your library. This will make it so that every game and DLC become giftable copies in your inventory. You will however get the Support Data DLC for your account.
That's basically it.
As such there isn't any issue, and Konami (Robert Peeler in his twitter, prior to the DE release, to be precise) directly stated the above steps as the official method necessary to get the DE for previous owners of TPP.
WRONG. You do NOT get giftable copies of the DLC. You ONLY get a giftable copy of the game. I just checked it. See for yourself. So to obtain this DLC for those of us that have been faithful to the IP and purchased DLC as they were released and NOT TO MENTION the game at full price . . . we are forced to to purchase the damned game again?!?!?
Please link me the Rober Peeler's twitter so that I can explain to his dumbass how this is screwing over those of us that backed the game upon release.
If this is how they are going to play it, I am done with all Konami products. The LEAST they could do is allow us to buy that DLC seperately. This is nothing more than a money grab. And they can rightly kiss my ass.
Myself and a handful of collectors have reported this to Valve. This is complete ♥♥♥♥♥♥♥♥.
Not Robert Peeler's fault, I assure you. Ok, so, the problem is that you don't own the especial DLC? Is that it?
Indeed.
And for the last poster and anyone else interested: http://imgur.com/a/UGYV8 SEE? You gotta pay a PREMIUM and not even get the DLC to gift. Only the base game.
Yep, that's true. But it's strange you didn't get it, other people did. Robert said if you didn't get it to go message him by twitter. You wanna try that.
Let me clarify for you. I did NOT buy the definitive pack. I purchased the game at full price. And each DLC as they were released. My problem is that I do NOT have the special DLC . . . and to obtain that, I must pay YET ANOTHER PREMIUM PRICE TO ONLY GET SCREWED OUT OF PRODUCT TO OBTAIN SAID DLC.
^ THIS is why Konami is on the ♥♥♥♥ end of the stick for gamers as a whole.
They pay a premium to live in their closed ecosystem. We as PC gamers DO NOT and should NEVER accept practices such as these. This is complete ♥♥♥♥♥♥♥♥ and SHAME on Konami for pulling this nonsense and getting away with it for the past two months.
As for the link to his twitter, I couldn't find the tweet in which he explains the process but I found this answer to another user which is pretty much the same, I guess: https://twitter.com/popcicle/status/787107830067109888
Also, as far as I know you do get every single DLC and GZ as giftable copies, even if Steam doesn't say so (That's also kind of what I can tell from Robert's answer back there).
Bruh . . . I am heated due to Konami completely dropping the ball on PC gamers. Look at their devs: http://steamcommunity.com/id/KJPDev 139 days offline . . . really?!?
And did you even read how that twitter post convo played out: https://twitter.com/TheMajesticRisk/status/787105968807116800 ?
Robert Allen Peeler @popcicle Oct 17
@ApantosMithe @TheMajesticRisk I've been told by Valve that the missing DLC should be available now, can you please check?
@popcicle @ApantosMithe Somebody bought the DE on Steam as a gift bcause he already own TPP he told me he didn't got the DLC so he refunded.
The problem is that Konami seriously left this ♥♥♥♥♥♥♥♥ in a postition to sell more . . . make more. NOT support the title they nearly ♥♥♥♥♥♥ up completely.
Yeah, doesn't surprise me and doesn't shock me. People who develop games or are involved with them in any professional manner aren't expected to use their personal gaming accounts for their work.
I think you misunderstand what they were saying. The Support Data DLC was no where to be seen during the first week of release of the DE. The content was completely missing from the game, so people who bought the DE just got giftable copies of the base content (As far as I know, no one has reported not getting the other chunks of DLC or GZ as giftable copies after adding the DE to their inventory). A week later the Support Data DLC was added to the game and everyone who had purchased the DE got it automatically.
