Is Quiet supposed to be naked canonically?

Based on Russian chatter, what Ocelot said about her, and her equipment name, it feels like she's supposed to be completely naked, and that what she is shown wearing is simply censorship. Is that so?

In the cell on MB, she takes off her top because it's more comfortable. The sexual aspect she uses to temp snake (the player) into liking her, even though she has tried to kill you twice, would be 1000x greater if she were completely naked, which is what Kojima is going for, the same thing he did with EVA.
