Is Quiet supposed to be naked canonically?

Based on Russian chatter, what Ocelot said about her, and her equipment name, it feels like she's supposed to be completely naked, and that what she is shown wearing is simply censorship. Is that so?

in older games 'naked snake' outfit also ment just more exposed skin, he still wore pants in the jungle (thank god). I guess she might have taken those little clothes she wears off to bathe at some point and those soldiers saw a naked or near naked women?

I think you shouldn't take it too literally anyway, the metal gear series has quite some excplicit naming on characters and certain items. The series has a lot of....abstract form of creativity... which is typical of Kojima directed games.

I've seen enough video of just that. It's the same concept. saying someone is naked when they're just very revealing. That's the point. There are many in this world who think that way. The Ultra religious think that way too, doesn't really matter the religion.
