So i just finished the mission where you have to find the film canister and i was not bothered to get the specialist and just completed the mission. Is it possible to find another one or was that the only chance of getting him?

Yes, you can retry the mission and attempt to find it.

In addition to replaying you can see a checklist of collectables in the mission list screen above the map. So if you have your eye on a development that requires a blueprint or soldier skill that you don't have yet, you will be able to find out where a large number of them are as you unlock more mission.

Yeah thanks for that found that out yesterday, also i'm missing some side ops missions and i want to do mission 50 to get the black hole fulton but it's missing?? Do i have to complete more side ops for it to appear?

Black hole [wormhole] fulton is unlocked for development from side op with legendary jackal, which you get after completing mission 31. Or 30, I can't remember now, but it's either of the two.
