Because the main campaign has nothing to do with FOB, Snake could easely send Quiet to do a FOB or Ocelot. There's the logic. Quiet vs Quiet, Quiet dodging the Metal Gear like it is nothing and so on. After completing the campaign? that's another story, completly different, maybe there yes they would be unlocked as bonus for completing the camapign, but it has to be on that condition.
So? Don't use them then. People who don't want to ruin the sense of immersion for themselves can merely choose not to use Quiet and Ocelot.
There's no need to ruin the possibility for others when the people against it can simply choose not to use the characters if they were added to free roam / side ops / whatever.

Yes, huge +1 to quiet and ocelot in main story literally nobody is forcing these immersion snobs to play as them. Would be nice if they adddd this then put game on sale so new players check it out.
If it breaks immersion for you then dont use them?
I mean...we're talking about a game where singleplayer allows you to repeat a mission and have the same conversation over and over and over again with Skull face as many times as you like and lets you go into FOBs with a tactical bikini.
and well its something i would really like to see tbh and it would add some more variation like they kinda do with raiden as skin tbh.
I mean dont you ever felt slightly bored to play same character over and over kinda ? maybe its my personal opinion , but i like if game developers add more variation with new characters :D
This mod works well as long as you do not use "The Man Who Sold the World" mod.
It is a great mod, but Ocelot can't use the Tornado-6 at all.
Lot of people are looking for something more than a simple headswap...which is what you get when you play as different staff members.
