How Combat Deployment even works??

I'm already at chapter 2 and I still can't freaking understand this stupid Combat Deployment system.
Why 90% of the deployment missions are not available to me?
For instance, I want that Far Water Exploration A+ mission for a lot of Fuel. It says i have insufficient staff! Why? It's not true!

It says: 1/5 A++ (combat unit) (while I actually have 9 A++ members in Combat Unit!)
0/10 A++ (base dev unit) (While I have 2 A++ memebers in this unit). Why it shows a random and wrong info??

Also I can't deploy other simple missions as well. Like this one:
Mission A. Requirements:
5 members of E-rank and 10 members of Е rank.
It says 0/5 and 0/10. WHYYY, I have freaking E-rank members!!

This is such a ♥♥♥♥♥♥♥t, my god. How it even works?
The only missions I can do are non-online missions...which are bad, they are only D and E rank and I've done them 100500 times already.

And also why tf it's always '40% predicted loses"? I feel like the deployment missions are failed so many times...I mean the staff dies too much.

Basically its passive and you need your combat unit team to have the e ranked guys. You need to focus on building motherbase and youll be able to deploy on 4 missions with your men while you wait 30 mins
More fobs mean more slots for deployment but its not neccessary. Keep playing missions and you will see it will work easier. Dont try to do everything too early and get better staff after you unlock fobs (mission 22)

Well it seems you don't own the game on steam so if it's on console I can't really help.

Check again and select who you want to send in deployment (it's not automatic).

Online missions are limited so maybe you have too deployed too much, or if it's the one where you have to deploy the battle gear be sure to vitist the R&D (where Huey his/was).

what? how come? I can't really find a way to select people for deployment manually

I just found the 'assemble unit' button :facepalm. Sorry, Idk why I didn't notice it before

It's alright it can happen since sometimes the game doesn't explain stuff you should know.
