Does it matter? yes and no. If you're looking for the point of this post, which containers are available, then it only matters if you're looking for the most containers. That can be found on Base Development. Base Development has the most containers because the final platform is filled with containers. All other platforms don't matter. The same amount of containers are available.
Difficulty, they're all easy. The only thing that makes one different from the other are whether they have all E staff or S+ staff. S+ might make different decisions and react differently, like when you get spotted, the reaction time is quicker, but for the most part, they're all easy. Most people don't change the default setup, so for the most part, they'll always be in the same place. On the rare occasion that you run across a custom deployment arrangement, just adapt. Though those are so rare that by time you see one you should be good enough that it won't matter.
