How to play as revolver ocelot ?

ive seen an update that say it but at every start of mission i select my character, with snake i some random guys but no ocelot, and i'm at mission 22, help please !

You can only select him during the FOB missions, and he has to be in your combat unit for you to see him in the list. So no free roam and main missions/side mission with him.

You can only do FOB missions once you have gotten past Mission 22. FOB will open up and you can start attacking other players.

Ocelot doesn't need to be in your combat unit to use for FOBs; he can be used regardless of what unit he's in. Ocelot is in the Support Unit for me and I can select him for FOB if I want.

that's not true i see ocelot on youtube cutscenes in the main missions

You can only play as people who are in your combat unit. Ocelot is usually in your Intel Unit, put him in combat instead and I believe you may be able to play him, but I may be mistaken.
