When you play as staff vs playing as Snake? yes there is a difference in your performance while doing missions and such. Staff get combat bonuses like increased sprint speed (Athlete) increased damage resistance (Tough Guy) as well as many others. Snake gets bonuses from his Bionic Arm and i think that some of his bonuses stack too. I think he has a few traits tied to the arm that has an equivalent staff trait but he has a bunch of bionic arm abilities that staff dont have an equivalent for. Hand of Jehuty which can teleport stuff to you, a stun arm which has like an aoe stun, and a rocket arm so you can shoot your bionic arm and roketu punchu people in the distance. I dont know the details for the bionic arm since i play almost entirely as staff whenever possible.
He does speak but he has very very few lines.
When you play as staff you are in their body. But anytime you are playing and come upon a cutscene in game you are back in Snakes body. When the cutscene is over you are back in your staff. There are mods on Nexus that changes this so that in cutscenes its also your staff member. Dont know about voicelines though...it would be funny to see Flaming Buffalo talk with a gruff manly voice to Quiet. :P
