It's a stationairy target kinda.
However you can equip him with fulton and other stuff to be non lethal and snipe targets far away ,but the fact he doesnt move kinda bothers me with his interception head :D

my favorite buddy to use when i played single player.
The most useful equipment I've found is the Surveillance Head. It can detect enemy up to ~175m even behind obstacles. My usual tactics with this head is to dismount D-Walker at the outskirt of the outpost and have it scans for enemies. Once I've infiltrated far enough, I would find a safe spot, call D-Walker to my location and let it scan again. When I'm done infiltrating, I would just call in D-Walker and be on my merry way.
Support Head v2 comes close. With it, D-Walker can enter stealth mode and avoid being seen by enemies. But be sure to park D-Walker out of the way of guards because guards can still bump into it and fire at it subsequently.
My go-to setup for D-Walker is:
Surveilance Head - for marking enemies
Guided Missile - for taking out chopper or vehicle, so I don't have to bring a rocket launcher
Tranq pistol/SMG - for taking out guards that I happened to come across when riding D-Walker
