Stuck on mission 19: The Trail-Identify and elimintae the major

I identify the major's subordinate but try as I might i can't manage to follow him without being spotted.
Then I restart the mission, head as quickly as possible to guard station 13 where the meeting is taking place and no one turns up or there's a message to say he's escaped in the heli and round and round it goes.
Anyone got any tips for this mission please?

just restart the mission freshly and tail the target from a far, they meet by a mountain, so go to the top of it and you can see them clearly.

Yes thanks, that was the right move, starting the mission and I went straight to the meeting place, crouched on the ridge, tranquilised the major with the pistol and finished the rest off the same way.
I wish I'd recorded it now.
