Anyway, Big Boss explicitly references Taoist number theory in the graveyard scene. The implication of his logic is that conflict and war will always give rise to Snakes, assuming humanity never manages to just outright destroy itself.

I think he meant that times of peace don't require soldiers which all the snakes are. Which means that if there are no snakes, the world would be at peace, however, seeing that the world simply cannot be at peace, snakes will always exist.
