The strange thing is: sometimes he actually lies down when I use the wait command. But it only lasts for like 10 seconds. This can't be what the devs had in mind....
When it comes to him, you can keep in mind some things.
1.) If you get any further then 40-80 meters away from D-Dog, he'll think it's time to go and run to catch up.
2.) If you enter any four wheel drive vehicle, he'll think it's time to go and jump into the passanger seat.
3.) If combat starts and D-Dog is not in a combat-based suit, he'll try to build up a distance of 60 meters to stay out of the cross fire
4.) Enemies are not hostile to D-dog if he's not in a combat based outfit. So as long as he's naked or using the fulton suit, enemies who detect him will simply shoo him away. I've seen this with all types of enemies minus snipers, who simply ignore him. I would not be surprised if the reason the Sniper shot at D-dog was that you had him in either a Sneaking Suit or a Battle Dress.... which basically broadcasts to any sensable person "I'm a attack dog, my owner's nearby and I may kill someone soon!"
So.... to TL;DR it, he'll wait until you get too far away. And most likely you had D-Dog wear a outfit that made it clear he was here to kill someone. Understand what provokes D-Dog to come back and keep him naked or in the fulton suit, and he'll be fine even if spotted in the middle of a base full of heavyweight guards.
If a sniper shot your dog it means you were already in alert phase.
Basically you were already spotted. Sniper saw you. You went prone. But it didn't de-agro the sniper and now you think it's your dog but that's not how the game works.
1 tip against snipers btw. If you just lie down after a sniper spots you he will eventually see you. You have to get behind cover in order to avoid snipers.
Or you can just get into your trusty cardboard box, and all the sniper'll do is call in a suspicious individual and have CP send someone to say hello.
