That's incorrect. When porting Peace Walker to PS3/360, Bluepoint did a lot of work to adapt the game and controls. You now have true analog control for aiming, not a digital input. Attacking and rolling are now given a separate button. The game was re-coded to run at 60FPS as opposed to its original 20. You can use the triggers (PS3) or bumpers (360) to access your weapons/items, classic MGS style. Face buttons had functions reserved for the d-pad as well, etc.
OP said they were having trouble with Big Boss's movement being too sensitive on the left stick, I have a feeling that that's an issue with their controller, because several others and myself have never had that issue.
They went above and beyond merely porting or emulating the PSP version, the only real "flaw" with the console version of Peace Walker is that aiming is now almost too easy. Since the game was made for digital input aiming, hitboxes are bigger than usual, making certain targeting situations trivial on console. But it's still the best way to play.
Also,pretty sure the no-kill CQC is a hardware limitation so the game is not "watered down" for kids,you edgelord moron
