"Sins of the Father"
You can find a version that doesn't have all the humming
Edit: If you're looking for the specific part where Miller Iconically says "Why are we still here"
Just move to 0:38
As mentioned, he said that was Quiet's theme and not the one he's talking about. Pretty sure he's referring to this scene (go to 1:12:50, ends @ 1:13:25):

You better specify which one
P.s.i dont recognize both of this short tracks and cant remember if i heard them anywhere else in game, so in my opinion you will find what you want only in game files
You'll find it somewhere here iirc. P. S. Not all soundtracks get officially released so you can only find some stuff through game file rips.
Something tells me it was music that was released ONTOP of voice dialogue instead of background music with the kaz and bb conversation occuring
Anyways ive searched lots since this and couldnt find it, im just concluding that its music literally added ontop of the voices i.e when downes and kiefer were in the recording booth it was played then
Guess contacting forssell is a possibility but doubt it will work
you can, just go into the game files or find a boot to actually boot the voice mp3s.
Of course they can always add the music overtop and merge it into one mp3, this is commonly used so- might be
