Phantom limbs quick draw

so... ive never played a metal gear game, im going into this one completely blind so i have 0 clue what im doing but its telling me in phantom limbs theres two skills. one being rescuer which i think i got cause its faded out a bit but then theres quick draw.

how exactly do i get it? cause i cant find anything that tells me.

Skills come from rescuing prisoners or extracting certain enemies.

To add to this, you’ll be able to access these skills in gameplay once you unlock the combat unit. To apply them to Snake regardless of if you have someone with the skill, upgrades via R&D will be available later.
