Also at what point does he join FoxHound? Wasn't the real BB supposed to go back after he woke up, while Venom built Outer Heaven in MG1? This is one of the many reasons I believe this game is just Venom's coma/afterlife/limbo/hallucination, and nothing depicted here really happened, except for the fall of MSF.
Miller defects to Israel
That alone sums up that miller did go behind bbs back which explains why bb dropped him without hesitation in mgsv to start outer heaven
Also venom was practically a doll for miller as even though venom says "we are fighting for the future" miller still is angry all the time and consistently wants revenge to cipher (despite working alongside them before) so all the missions you get sent on are pretty much all miller missions, not one is one venom accepts himself (apart from a few)
This is why miller is a damn great character in the game. Him and emmerich were probably my favourites (by emmerich i mean his story, hes still a ♥♥♥♥♥♥♥ who deserved to drown)
