Does base building and research continue after the game was shut down

As it says above does base building and research keep going even with the game and possibly the pc powered off

Mother base will build when you are playing game.But the FOB and the YELLOW colour reserach will still continue even the game shut down.

In a more englishy (not an actual word) explanation to what the first guy said. Offline items development and base building stop when the game is off. Online FOB building and online item development continue.
