What do the stars at under the sneaking suit in the character selection screen mean?
Do they indicate how much it's been upgraded? I just have no idea

It's the level of the suit. Each one have a level and some of them, like the sneaking suit, can be upgraded. Be aware though that some levels and suits can limit your score rank to A (you can check that in the description)

What? That's kind of dumb. That implies that the suit is a carry.

It depends. If you are playing/replaying a mission for the tasks, you shouldnt be worried about the rank score, so you can use the best suit level. And you can always low the level of the suit in the deploy screen before going to the mission.

Oh I just started playing the game and am completely new to MGS (well sorta... I played Snake Eater).

But yeah, thanks for the heads up. I did read something about being limited to A rank, but for some reason I thought it meant that you could only get an A rank or higher. I dunno... I probably wasn't really paying attention. lol

Ah lol. I think it makes sense coz it makes the game fair. There're other equipments that can prevent you to get a S rank, so if you aiming for a S rank is better to read the descriptions of the equipments with attention before going to the mission.

I'm actually kinda new to MGS too. MGSV was the only one I actually played the hell of it (first on PS3 and now I started again on PC, lol!). It's a so good game I cant stop playing it xD
