Have you upgraded you dog yet? The tactical marking and Sneaking Stun *3 ability can come in really useful with the canine creature.
I'd say it all depends on the type of mission, sometimes if you've got a lot of ground to cover and you need a getaway animal, the horse will pay you in dividends.
There's one, it is called D-Walker.
Just mount video surveillance on D-Walker, and there you have it.
Oh yeah forgot, the dog can mark mines also!

Of course D-Horse is just excellent transportation. Which you can call to your side, unlike jeeps and such. Plus he can easily cross terrain that jeeps get stuck on.
Maybe you should train it better then....!
