Licensing fees were paid just fine for IV, and if the company wasn't developing the game as a cash-out they would've paid for them here too most likely.
So I hear, and a lot of it looked good even if Roy Campbell's story arc sounds ridiculous and contrived. Haven't played it though.
and I'd say that if the game has a story, it also needs to be judged. Dead Island: Riptide was great, but it's pretty tough having to be subjected to its "story." presentation matters.
