Did something change? My game is running really bad.
Clocked 70 hours no problem with performance on an average of high settings but today it keeps stuttering and dipping below 45fps. Is this happening to anyone else? Was fine last night.

It might be a technical issue on my side but those specs have run the game flawlessly on high settings in the past.

Yea you should be able to run it fine, nothing changed though between when it ran fine for you and when it didn't

I've played over 300 hours no problem, suddenly when I launch it up today the framerate is so bad that the game is barely playable.

That's funny cause the opposite happened to me. Used to run the game on medium, some settings in high at 30fps ( which is good for me given my computer is old and a potato. )
When I got back to the game recently, without changing anything, my game now runs at a constant 60fps. I don't know what changed, but I'm not complaining. It must be the only game I'm capable of running at a smooth 60fps.

So I played 400 hours at 30fps, for the game to suddenly decide I played it enough to deserve a smooth ride.

It's likely nVidia's shadowplay or similar, that's not up to date with the latest patch.
Just my guess.

Just noticed I have the same issue with Ground Zeroes now, I guess its a problem with nVidia and not MGS?

Same here. I played MGS:GZ about 2 years ago with my GTX 970 and remember thinking that it was really well optimized.

Returning to it again the last couple of days, this time with a GTX 1080ti and performance is poor. At 1024x768, 1920x1080 and using a hack 2560x1080 I get only 30-32 fps when looking at the camp but 60 fps when looking out to the ocean.

I run the same CPU with the GTX 960 without issue.

Edit: Crap, didn't notice it was an aging post. Mer. Hope you got the issue sorted.
