it wasnt regular science in the game universe. It was a massive project to inject Liquid Snakes arm into Ocelots hand, costing billions from the Lalilulelos money.

The thing is Ocelots arm transplant was one-time-thing, made by the greatest scientist in MGS universe. No one else couldve done it, hence, Venom snake wouldnt have arm transplant.
after MGS5's ending, Venom snake goes rogue. He builds Outer Heaven (a single nation with nuclear warheads, with a powerful army, a "heaven" for soldiers) and Metal Gear's main protagonist Solid Snake is sent to kill leader of Outer Heaven, Venom snake.
