I see no such restriction in the suit's description.
Using it to infiltrate is not what I would pick. Stealth wise it's the same as O.D.
But I love using it too defend... Most intruders dont seem to expect it...
You load into your base and within a minute you're on top of them and they're ♥♥♥♥♥♥♥♥ their pants cause the speed of your assault just totally catches them off guard.
lauret is also a legit player that has been playing for a long long time. Much longer than I have. I suspect low staff counts are due to not replenishing staff. He's at the point that staff don't really matter and base is fully leveled up and I'm sure all his developments are too and has been for a long time.
Devil is easily explained. Lauret. There may be a little question, but these are both really good guys who have been around a long long time. The only thing I would worry about from either of these two is being on the receiving end of their wrath. :) As far as cheating... I would not suspect that from either of these two.
You get paid the ransom whenever the opponent dies, regardless of the cause of death. Also, raiden suit is useable in FOB.
Devilwolf is a well known good PVP player.
Lauret's base appears as such as he is insured. S++ and S+ numbers will not be shown. It is also possible to have high amounts of resources if you succeed in infiltrations enough.

Instead you took it upon yourself to slander 2 more players without good cause, just irrational paranoia based in ignorance.
Next time you suspect something like this do a little independant research before you go throwing accusations around.
Questioning isn't slander. There was a point in time that I questioned Devil myself, but that was early on in my FOB development and up to that point I had not run into anyone that was nearly as good as he is. I didn't call him by name without proof, so I questioned what I saw.
I look at this as the same. Questioning what the OP saw and asking for an explanation. That isn't slander at all.
Edit: Questioning is how we learn. I see nothing wrong with questioning and looking for answers. I do not see this OP as accusing. He's just looking for answers to questions that he has based on what he's observed.

We all learn with experience. As force asleep may not have encountered that many intruders (at least 20 does not suggest too much experience), he may be ignorant of some facts.
With time (and more intruders), he would surely learn more. We were all at that learning stage for PVP/FOBs in general/Story mode before.

I support what GD said. Previously, OP was accusatory without evidence. This time, he is inquisitive with some effort on showing proof.
To OP:
As others have said, Raiden suit is usable in FOB. Before *9 gear was out, it was still viable to use it during PvP and nuke runs. Now people use it for a quick smash and grab on low level bases, sprinting through empty FOBs for resources and medals, or bum rushing noobs to the core at the start of PvP. That is probably why the Raiden suit user killed himself, since he is usually open to PvP.
As for lauret, he is using insurance as others have said again. Active PvPers usually get insurance before going on a raid spree to bait PvP, and hope that the revenge wormhole will be closed while insurance is up. Having insurance hides S++ and S+ soldiers while looking at the FOB list, but looking at the platform list you should see S+ and above soldiers in each platform. Another way to tell is if the guard rank is E. If an insurance user only has S+ and above soldiers in the security team, auto-generated E rank guards will guard the FOB. There will be no reinforcements.
You had no reason to, had you done your due diligence you would have known better.
Instead you came here and publicly accused innocent peole of being cheaters... Cause that is exactly what you did.
