About the helicopter........ I don't know of any sniper rifle (really, I only use non-lethal snipers so idk), but I usually use any rocket launcher with lock-on such as killer bee or CGM 25. But they're too noisy and you will need around 1-2 shots to take the enemy chopper down.
So I usually look for an isolated place with some rocks where I can hide myself.
Isolated because 1. To avoid killing someone when the chopper goes down. 2. To avoid random alerts from soldiers.
And with rocks because once I shoot at the chopper it will shoot back at the place where I was shooting at it, so I have to hide or otherwise I will be turned into cheese (yes, this cheese with holes).
But you only have around 25 hours in the game so I don't really know if you already have those weapons and fulton +cargo 2.
Btw, in early missions I only shot at choppers when it was a side op, I would have never shot at them in a main mission.
In peacewalker the snipers were ok for those cases (helicopters), but in this game I think you can't sleep or kill the pilot. I thiiiiiiink. I guess that's because there is a pilot but it isn't a "real pilot", just an "image". Lol.
Some people say you can use a cardboard box, shoot at them and as long it doesn't strike an alert it works, but I've never tried this myself. Also, some people say you can use Quiet for this but again, I don't know how to do it so I never tried this myself (I guess she can't do it when she's equipped with a non-lethal sniper and that's why I can't do such thing, I think...).
Pro tip: Aim in the cockpit.

I can't answer your question myself because I only discovered this when I had a grade 3 sniper. It wasn't the anti material ones though.
