Spoilers here: At the end of the torture scene after V unties Quiet and leaves the room, Code Talker speaks to Quiet in Navajo. After which, Quiet confides to Code Talker that she has been infected with the Vocal Parasite Strain, specifically the English language. This is why she never speaks a word of English, in fear that the people around her will die.
Edit: For a continuation of Quiet's storyline (i.e. events after torture scene), develop a 100% bond with her.
quiet is the only game character which has caused much stronger feelings in me than any real woman, you know how she starts to stare you when you have 100% bond with her? it was just really beautiful and i have a ton of screenshots of the same situation.

Well in the cutscene you skipped, the torture last for like 10 seconds, really. But what you see after, it makes you understand the character a lot more. That's why you'd better not skip cutscenes, especially if you like Quiet that much. If you keep skiping whenever she gets hurt you'll miss quite important things... I'm not telling you what to do tho, just some advices, don't take it wrong.
That Quiet is stupid... that's all you missed.
She apparently can fluently speak a second language, yet simply chooses not to for... Reasons.
When you eventually look at things retrospectively at the end of the game, you eventually realise is actually just really stupid. She obviously has military training, speaks several languages fluently, and is capable of possibly communicating in combat gestures, writing, or mores code... yet simply chooses not to for reasons of dramatic tension.
If i could 100% the game with having shot her in the face when i first met her... i would do it with out hesitation.

its really dark, and yes you missed something huge. tbh it probably changed her respect of him into outright adoration.
EDIT - sorry that first torture scene is pretty tame compared to what you're about to see. That's all I can say though, if you have the strength to watch it.
yeah idk why they didnt include a romance scene or anything with her, even if it was optional or some kinda secret with max bond or something... oh well
