How do I get more than 24 fulton devices?

I heard you're supposed to get some kind of metal first, how do I get that?

Also, how do I unlock the scout suit for quiet. (I think thats what its called lol)

Just keep playning the game and expand your base and fulton NPCs. New stuff will unlock in the development tab including higher grade fulton devices, there you can also see what is required to unlock the higher grade gear.

I have a level 4 r&d platform and lots of s people on it. I just wanna know what to do please.

Research the fulton extractors that have more ammo...

If you have a level 4 R&D platform and are asking how you get "some kind of metal" then I must be misunderstanding something about what you're saying. Since I already have them all researched I can't tell you what you need to unlock them, that information disappears. You may need to extract a person with a certain skill. It literally says right on the item what you need, though, so just look.

You have to get the Master Fulton certificate, which you get automatically after successfully fultoning 1000 things. That will unlock two more Capacity upgrades in R&D.

You can not see these upgrades until you get the certificate, so that is why you may be confused.
