It does, but it's faster to use C4 on one of the water towers then fulton him while he's KO'd.

You can also use a car to drop him off a cliff into the river. But the water tower is indeed the most efficient way.

The shotgun kabarga-83 method is the fastest, you will be able to get rid of him in 30 sec after the fight start.. either shoot him off the cliff or into the pool...

well, it really works but you have to shoot the floating kid (psycho mantis), sometimes its tricky but once you hit him you can fulton the man on fire

edit: you have to shoot him AFTER blowing a water tower, when the man on fire is on the ground the kid will fly nearby him

If you have D Walker, position D-walker facing the pool and either hit the Man on Fire with D-walker's arm or drive [push him] into the pool. It may take some practice but its an instant finish AND you can drive out of the hot zone in D-walker if you leave immediately.

With this post being revived, I felt it necessary to add this method. Its not mine but I found it online and it works for an S-Rank if you need that.

It works, but only after certain conditions have been met. If you're there for the first time, you're probably right. You cannot fulton him.

I don't recall the exact requirement. It might be the WH Fulton or some other goal. It's been 7 years for me since I unlocked the ability. For now, C4 the water tower and run to the chopper is the best way the first time till you've met the requirements to be able to fulton the man on fire.
