Exactly that and I'm pretty certain that staff on deployment shouldn't come into the equation at all!
The game isn't broken, in this regard, it's working exactly how it was designed to work. If your FOB is completely built, then you can only have the equivilent of 200 in each unit. People in your Brig count too, but only towards your total count, so if all units are full except combat unit has 195 and there are 5 people in your brig, you are still at max capacity. The waiting room is only used as overflow for FOBs that are not fully developed.
Another way to look at it is this. There are 7 units that can have 200 each with a single fully developed FOB. That is 1400 maximum capacity. 6 of those have 200, but one of them has 195 and 5 in the brig. That is 1400 people and you're at max capacity. Dismiss 5 and you're golden. You can dismiss 5 from any other unit, it doesn't have to be the one sitting at 195. It's the total maximum capacity that matters.
or.... Buy another FOB which will give you 100 more per unit and will start using your Waiting Room again.
Think before complaining. Dismiss the remaining 5. Dont just move them to the waiting room. Don't expect everything to be automatically done for you.
