Possible to extract Man on Fire in Mission 20: Voices?

It was later said the cords of the fulton broke and he got away.

Lol if you manage to fulton the man on fire, you wouldn't be able to do one of the side ops later but you can fulton him in that side ops.

Ignore xp3ndabird. Yes, you can fulton him, you just need to be fast. Drop a water tower on him with C4 then sprint in and fulton as quick as you can.

Also, you can punch the kid with the sprinting super punch if you time it right.

No, you can still balloon fulton him if you hit the kid first. It flies away like it succeeds, but afterwards Ocelot still says "he broke the cords".
