METAL GEAR SOLID V: THE PHANTOM PAIN

iDroid interface - numbers on icons
On the iDroid there are icons across the top on, for example, the Weapons Development screen. The icons represent the various categories of weapons (pistol, smg, etc...) But there are also 2 numbers on these icons. One of the numbers is in a circle, and the other number is not. What do these numbers mean?

Similarly the staff managment selector (the screen before actually looking at your staff) has a number in a circle , etc.

If it was something simple I'd have figured it out ( I think! ) but it doesn't seem related to how many of those staff you have or their level (that number is in a different place), and the development numbers don't seem to have an explanation in the pause menu either. Does anyone know?

The numbers are also by "Side Ops" "MIssions" and "Combat Deployment." It's not how many of those missions I have, but I'm curious what they actually are.

The circle number represents recently unlocked projects or new staff, depending on the interface. The other number represents the number of projects you have the resources to undertake in that section.

Ok so the non-circle number seems mildly useful, the circled number seems less so as "recent" is subjective. Idk maybe some find it useful. Well thanks :)

EDIT: Oh I see, the circled number is kind of a nudge to say "hey lookie, there's some new stuff you can check out here." In the list of weapons the "recent" stuff will have a dot next to it that disappears when you look at it, and subtracts it from the circled number. That's pretty handy I guess.
