The down side was that it was supposed to be an A+ climber since I'm looking for low ranking climbers, but in the brig he had no specialization at all, but the ranks were the same. It was odd, but so far it was a one time thing. I don't know if it's a temporary glitch or what. It's the first time I've ever seen anything like it.
No, I'm LV140 in all units and I have always gotten the man in the brig that I extract. He may be auto-fired when he comes out of the brig if I don't ensure there is room, but he'll be in the brig regardless until his time is up.
almost all of specialists are pows, they do not go to brig.
I'm more fond of firing 5-10 low ranked know nothing soldiers. and moving staff around so there is more than enough space in the unit you want to ensure they go to. Usually R&D.
Yeah, I was thinking skills and now that I'm playing Dragon Age again it's easy to get Skill and Specialist and Specialization all confused since there are Specializations in DA too. You're right though. They should be assigned to R&D, although I have seen people assigned to other units because R&D is full at the time. Somehow they always end up in R&D eventually as Miller does his thing. Usually when they unit they were assigned to gets full of people higher ranking, they'll end up being moved into R&D anyway.
I'd say maybe check the other units to ensure they weren't accidentally assigned elsewhere?

Is it possible that because i have such high ranked staff, he doesnt make it into my FOB???
Specialists will always make it regardless of FOB level. They will not be auto-fired by Miller. You can fire them, but they will not be auto-fired, so no need to waste a DC on them. I would be willing to bet that if you have fultoned multiple of this guy that he's there somewhere and getting lost in the crowd.
you have to free at least one staff slot. if your base is full, dismiss someone. method with single extraction and mission abort works for all (except the ones from "backup, back down" due to absence of checkpoints). i did it several times for sleeping gas spec, and a lot of times for blue kangaroo.
