That's the quickest way. Although. 39 is nothing. Most of my units are sitting around 120. Raise unit levels and you'll start seeing more S rank in field.
Quickest way I've found is FOB. Especially do the Event FOB missions and buy the S++ and S+ soldiers. Raid a lot. A LOT!
You'll eventually get up there high enough. Also your security team will need to reach LV100 to give your own base a 10m time. You're sitting at 39 now? You got some work to do.
But i dont wanna loose stuff because im such a low level dude lol... Thats why i avoided Online.
You gain 10 fold what you loose. I had that same mentality at first. When you realize just how much you gain, it makes any losses you may get seem like chump change. Don't be so paranoid and just do it.

It's because those high level developments require so much that FOB is the only way you'll ever get enough to develop them. High rewards in FOB. Saying 10 fold is actually an understatement.
Just be sure to build your security. That is where I've been focusing my concentration. I get attacked once for maybe every 100 infiltrations. Until I started a development earlier today, I was maxed out in GMP and all materials except PM and roughly 30,000 of all plants.
Here's a few FOB tips.
1. Attack the Platform that you need men in. Any volunteers will be of that class, plus any men you get for a successful infiltration. I've gotten as many as 39 S++ in a single run. Although Security can be of any class. Usually combat, but that depends on the person who you're invading.
2. Attack the platform that is best for the supplies you need. If you need PM, attack R&D, If you need plants, Attack Medical. If you need Materials, attack BaseDev and fulton out all the unprocessed materials.
3. Practice makes perfect, so practice a lot. The higher you get, the tougher it is. Since your levels are still low, you might want to keep your ESPG low. Mostly to help build you up. You can tank your ESPG by going to an FOB and knocking yourself out a bunch of times. There's enough NL items that you can carry in with you to keep it low indefinitely if you want, but eventually you'll want to climb the ladder. I wouldn't worry about that for a while though. Not till your own security is up high enough to defend decently. Keeping ESPG low also keeps you off the radar for all of the upper level players, so less likely to be attacked.
4. Non-sniper bases are easier than any base with snipers. If you need resources, it's easiest to stick to non-sniper bases, but the higher you get the more rare they become. Also lethal is easier than NL bases. I attribute that to not being able to use anything SLEEP on them. They're all wearing gas masks.
5. Try saving Sleep Grenades for the last deck if possible. It's the quietest way of dealing with the enemy and the last deck is the most important to stay unseen. All others have a nice little hidey hole at the bridge, but the last deck doesn't always have a convenient place to hide, depending on the deck.
6. My arch nemesis has always been UAVs and Cameras. They seem to spot you more than actual soldiers. Smoke blinds them, so make sure to carry some smoke and get used to using it for Cameras. Most UAV's can be avoided even if they see you, just drop to the ground, press E for deep cover and they'll move on. Cameras can also be avoided by going directly under them, just watch where they're pointed, but sometimes it's just easier to drop a smoke and not worry about it.
That's all I can think of for now, but there's probably stuff I missed.

are you kidding or dont have wu +sb? one bodyshot put them to sleep instantly.
to op - level up your base and you'll find higher rank soldiers in the field. first s ranks appear after reaching combined level 280 (sum of all your units lvls). the greater your base level, the more s ranks you'll meet. but only s - there are no s+/s++ in single player.
Instantly? No, it takes a while. I don't have the SB, but I have the CB, which I do believe is better than the SB. Although that still takes time and if they have Anti-tranq it doesn't last long.
Although I was thinking about Riot Pistol and Sleep nades.
CB is good as underbarrel or because of its scope.
SB carries an elefant doze of tranq and always works *instantly*. like rp for battledress guards.
edit: anti-tranq is a joke for swimsuit bases. it prevents the guards from sleep after bodyshots with wu sp *1, but does nothing against the power of wu +sb. and it does not affect wake up speed, it depends only on guard rank.
heroism (the useless stuff in the game) is NOT a subject, only base level does matter.
and you can extract up to 100 soldiers from that mission. but once you extract 100, you have to leave the hot zone with codetalker (cause pequod refuses to take him)
