Report a translation problem
This seems to be what happens to you, since you say you knock them out most times.
(Grab+Stick Tilt=KO)
Just grab and hold the button until the enemy is in the chokehold.
And yerah, it's LB on XBone controller to start interrogating (also OP: Keep the grab button held down while doing whatever to your victim)
Edit: You can also aim at their head from behind (or the sides, as long as they don't see you), and then sneak up. They will surrender when they turn around and see you targeting their face.
Careful though, if you don't keep that aim, the enemy might try to grab a gun and shoot.
In this situation, you can also interrogate them, among other stuff.
That is what I am doing.
They don't see / hear me, I hold RT for CQC but I don't grab them?
It's so weird, the only way to get the blueprint is to interrogate.
Have you tried with keyboard controls to see if it's an issue with your controller?
Doesn't work on Keyboard either.
And I am literally just standing behind them, not moving, and then I hold RT.
I just hit him, even though I am still holding the trigger.
If it really doesn't work you can use the gun point methods described above. Sucks that you will have to go without one of the most effective takedowns though.
I am verifying my game files atm, see if that works. :(
