It sounds related to:
a) virus/mallware/popup- scanner or blocker
b) directx installation
c) admin rights (have you tried running the game directly from steam folder with admin rights and or compatability mode for windows xp sp3, windows 7?
I guess heating and such is not the problem of the graphicscard, since the game is so old, it should not have to do much. You could set fps counter for example to see if you have an insane high or low fps during game when it works.

So if this is not working, does rolling back the game to v1.10 help?
close the game, open steam, games, view games library, right click rise of nations, properties, beta tab, select v1.10 then close.
It will then download the older version.
Tried the scanner, installed the game's directx SDK to no avail, I didn't run it with elevated admin rights but I'm the only user account on the system (in the administrator's group).
I tried Previous Versions but I didn't see any way to "rollback" the version--and no I didn't try that method for previous versions.
So if this is not working, does rolling back the game to v1.10 help?

I dont expect it to be the hardware either. I could only imagine that it was uncapped on fps for some reason and go on insane fps and thus heating the card up unneeded.

Game is great, even with all the bugs and errors i still play it.
The game was already buggy in the old days, then it was crappy ported to steam. After it got released (in beta) there was no support... Then at some point there was a patch, that broke even more then it fixed, but they did a quick money grab on xbox and windows store.
The patch broke so much, that the small group of fans is now even split in two...
As soon as the xbox was connecting (no not working, just doing more then nothing), they grabbed the money and run again.
Support is however none existend. Which makes the many bugs and errors even worse.
I had the original game on CDROM and enjoyed it, I was looking forward to the Extended Edition--but after I couldn't get it to work it just made me so frustrated. C'est la vie, maybe another day.
even on August,2023, the bug is still happened.
Same my game crash every time I am on a skirmish map at Modern Era, can't complete a skirmish match.
Opting into the beta version 1.10 (2014) fixed this for me.
